Offshore Accessible
No legislation specifically authorizing or banning online gambling. Offshore sites accept players and most people access them without issue — but no state consumer protections apply. If something goes wrong, you have no legal recourse.
NV · CA · NY
Restricted — Avoid
State law explicitly prohibits online gambling — in some cases targeting players, not just operators. Utah prohibits all gambling in its constitution. Washington state has criminalized online gambling participation directly.
