Online Poker in Delaware

Delaware holds the distinction of being the first US state to deal a legal online poker hand. But being first came with a fundamental challenge: the state has fewer than 1 million residents, producing a player pool too small to sustain meaningful poker action on its own.

All three Delaware casinos — Delaware Park, Dover Downs (now Bally’s Dover), and Harrington Raceway — offer online poker through a shared platform powered by Rush Street Interactive (BetRivers). The games and player pool are identical across all three brands.

The interstate compact was Delaware’s lifeline. The 2015 NV-DE compact was the first of its kind in the US, and the subsequent addition of NJ and PA through the Multi-State Internet Gaming Agreement (MSIGA) has given Delaware players access to a much more viable pool. WSOP/888 runs the shared network, and cash games and tournaments now draw from players across all four states.

That said, the regulated poker traffic in Delaware is still a fraction of what you’d find at major offshore sites. Stakes are limited, game variety is narrow (primarily NL Hold’em), and peak traffic can feel thin outside of evening hours. For dedicated poker players, the interstate compact helps — but expectations should be realistic.

Delaware’s real contribution to US poker: The state’s willingness to be the guinea pig — legalizing first, testing interstate compacts first, and absorbing the early growing pains — directly paved the way for NJ, PA, and every state that followed. The poker product itself is modest, but the precedent is historic.

Offshore Sites and Delaware

Like New Jersey, Delaware’s fully regulated market means most offshore sites voluntarily block DE players. Ignition, Bovada, and ACR all exclude Delaware from their accepted states.

For casino and sports betting, the regulated options are adequate. For poker specifically, the thin traffic may tempt some players toward offshore alternatives — but the risks of using an unlicensed site when a regulated option exists are hard to justify. The interstate compact continues to improve the poker situation.

Casino Gaming in Delaware

Delaware has no tribal casinos. The state’s gaming industry consists of three racinos — hybrid racing/casino facilities — all of which also serve as the licensed partners for online gambling:

  • Bally’s Dover (formerly Dover Downs) — acquired by Bally’s Corporation in 2021
