Fully legal and regulated since January 2021, when PokerStars went live as Michigan’s first online poker room. Four rooms now operate — PokerStars (Exclusively on FanDuel), BetMGM Poker, WSOP Online, and BetRivers. Michigan joined the Multi-State Internet Gaming Agreement (MSIGA) in May 2022 and has become the anchor of US shared-liquidity poker, pooling players with New Jersey, Pennsylvania, Nevada, and beyond.

With a deep, fully-licensed market available, there is little reason for Michigan players to use offshore sites — and the MGCB actively orders them out of the state. Michigan law targets unlicensed operators, not individual players, but offshore sites offer no MGCB oversight.
WSOP (May 2024) and BetMGM (November 2024) joined PokerStars in connecting Michigan’s poker pool to other MSIGA states. The MGCB escalated enforcement against unlicensed sites, ordering 45 offshore and sweepstakes operators to cease in April 2026. bet365 launched in Michigan the same month.
PokerStars became the first operator anywhere to combine Michigan and New Jersey player pools (later adding Pennsylvania), kicking off true multi-state online poker in the US.

Following voter approval of Proposal E in 1996, Michigan’s three Detroit commercial casinos — MGM Grand Detroit, MotorCity, and Greektown — opened, complementing the state’s tribal casinos.
Under the federal Indian Gaming Regulatory Act (1988), Michigan signed its first tribal-state compacts in 1993, enabling the tribal casinos that anchor gaming across the state.
Michigan is the anchor of regulated multi-state online poker in the US. Michigan is one of the largest casino markets in the country, with a dual land-based structure that sets it apart from states like Pennsylvania (which has no tribal casinos). Every online brand must attach to one of Michigan’s land-based licenses.
There are three Detroit commercial casinos — MGM Grand Detroit, MotorCity Casino, and Hollywood Casino at Greektown — regulated directly by the MGCB. Alongside them, 12 federally recognized tribes operate around 23 tribal casinos statewide, including Soaring Eagle (Saginaw Chippewa), FireKeepers (Nottawaseppi Huron Potawatomi), Gun Lake, Four Winds (Pokagon Band), Little River, and Odawa.
The online market is capped at 15 skins — each of the 3 commercial plus 12 tribal license holders may field one platform per product. Online casino revenue (about $3.1 billion in 2025) now exceeds the three Detroit casinos’ combined retail revenue, and iGaming taxes outpace what the retail casinos contribute.
