Tribal Casinos & Live Poker
Legal. The Eastern Band of Cherokee Indians runs Harrah’s Cherokee and Harrah’s Cherokee Valley River, and the Catawba Nation runs Two Kings Casino near Charlotte. Harrah’s Cherokee has a roughly 32-table WSOP poker room — live poker is very much legal.
NC Education Lottery
Legal and state-run since 2005. Unusually, the lottery sells games online — “Digital Instants” and online draw-game tickets through its website and app.
Daily Fantasy Sports
Grey area. North Carolina has no DFS licensing law; DraftKings, FanDuel, and Underdog run DFS in the state, treated as skill-based.
Sweepstakes Casinos
Grey area with a long history. North Carolina fought “internet sweepstakes cafes” for years — the ban was upheld by the state Supreme Court in 2012 — and online sweepstakes casinos now operate in an unsettled zone. Lawmakers have floated regulating video lottery terminals instead.
Horse Racing (ADW)
Authorized but not yet live. HB 347 legalized advance-deposit wagering on horse racing, but the program isn’t operational — North Carolina historically had no pari-mutuel betting.
Online Casino
Not legal. North Carolina has no regulated online casino, and no iGaming bill has passed. A push for commercial casinos collapsed in 2023, and a video-lottery-terminal bill (HB 999) stalled. Offshore sites accept NC players in a grey area.

Legislative Timeline
North Carolina’s 2026 budget raised the sports-betting tax from 18% to 23% and added a new tax on prediction markets. Meanwhile, bills to legalize commercial casinos, video lottery terminals (HB 999), and online casino gaming all stalled.
Statewide online sports betting went live on March 11, 2024, with eight operators — quickly making North Carolina one of the fastest-growing sports-betting markets in the country.
North Carolina legalized statewide mobile sports betting and advance-deposit horse-race wagering. A separate effort to authorize commercial casinos in rural counties collapsed in the budget the same session.
Following a 2019 law, retail sportsbooks opened at Harrah’s Cherokee and Harrah’s Cherokee Valley River — North Carolina’s first legal sports betting.
The Catawba Indian Nation opened a casino near Kings Mountain, outside Charlotte — the first tribal casino in the populous Piedmont region.
After years of litigation, the North Carolina Supreme Court upheld the state’s ban on internet sweepstakes cafes — a fight that still shapes the debate over video gambling today.

Online Casino & Poker in North Carolina
North Carolina is a partial market. Mobile sports betting is legal and booming, and the tribal casinos offer real live poker — but online casino and online poker are not legal. Like New York, Florida, Ohio, and Illinois, North Carolina opened sports betting without opening up iGaming.
Expanding further has proven hard. A 2023 push to authorize commercial casinos in rural counties collapsed in the budget, and a 2025 bill to legalize video lottery terminals (HB 999) stalled. No online-casino or online-poker legislation has advanced, even as states like Michigan and Pennsylvania collect that revenue. If anything, North Carolina is moving the other way — the 2026 budget raised the sports-betting tax to 23%.
So North Carolinians who want to play real-money online poker or casino games do so at offshore sites like Ignition, Bovada, and ACR Poker. The state doesn’t prosecute individual players, but offshore sites carry no NC oversight. For legal poker, though, there’s a genuine option many states lack: the WSOP poker room at Harrah’s Cherokee, with about 32 tables and regular tournaments.
The practical reality: North Carolina sports bettors use the legal apps (FanDuel, DraftKings, and others). For online casino games and poker there’s no legal option — most players use established offshore sites and withdraw via crypto, or head to Harrah’s Cherokee for live poker.

North Carolina’s casinos are all tribal — there are no commercial casinos, despite repeated attempts to authorize them. Two tribes run the state’s casinos.
The Eastern Band of Cherokee Indians operates Harrah’s Cherokee Casino Resort (open since 1997, in the western mountains) and Harrah’s Cherokee Valley River in Murphy, both managed by Caesars. Harrah’s Cherokee is the state’s poker hub, with a roughly 32-table WSOP poker room. The Catawba Indian Nation runs Two Kings Casino near Kings Mountain, just west of Charlotte.
A 2023 effort to license three or four commercial casinos in rural counties — paired with video lottery terminals — was negotiated behind the scenes but collapsed for lack of votes, and it remains the third rail of North Carolina gambling politics.

The NC State Lottery Commission licenses and oversees all sportsbooks, with integrity monitoring and a voluntary self-exclusion / responsible-gaming program.
Tribal casinos
Harrah's Cherokee, Valley River, and Two Kings operate under federal IGRA oversight and tribal-state compacts, with real regulation for in-person play — including the poker rooms.
Offshore online casino & poker
No North Carolina protection. Offshore casino and poker sites are unlicensed — no fund segregation, no dispute recourse. If a site refuses to pay, you have none of the safeguards the regulated market provides.
