In June 2025, BetRivers launched the first legal online poker in West Virginia — six years after the law passed — joining a shared pool with Pennsylvania, Michigan, and Delaware. The same year, the Attorney General’s subpoenas drove sweepstakes casinos out of the state, and iGaming revenue hit record highs.

Online Poker in West Virginia

West Virginia legalized online poker back in 2019, but it took six years for the first hand to be dealt. BetRivers Poker finally launched on June 10, 2025 — the first, and so far only, legal online poker room in the state.

What makes it worthwhile despite WV’s small population is shared liquidity. West Virginia joined the Multi-State Internet Gaming Agreement in November 2023, and BetRivers pools WV players with Pennsylvania, Michigan, and Delaware. That four-state network — the second multi-state online poker pool in the US after the WSOP network — delivers bigger guarantees and fuller tables than a state of 1.8 million ever could alone. The compact also includes Nevada.

Note that the BetRivers pool does not include New Jersey, which runs its own separate market. Every operator requires geolocation and identity verification — you must be physically inside West Virginia and 21 or older to play, and VPN use will get your account closed.

One room, for now: BetRivers is currently the only regulated online poker site in West Virginia (and in Delaware). More brands are licensed for online casino, but poker liquidity runs through the BetRivers / Rush Street network.

West Virginia has five commercial casinos and no tribal casinos — the state has no federally recognized gaming tribes. Every online brand must tie its license to one of these five properties.

They are Hollywood Casino at Charles Town Races (the largest, in the eastern panhandle near Washington, DC), Mardi Gras Casino & Resort near Charleston, Wheeling Island Hotel-Casino-Racetrack, Mountaineer Casino Racetrack & Resort in the northern panhandle, and The Greenbrier — the historic resort casino owned by Governor Jim Justice, which is why he declined to sign the online-gaming bill into law.

All five began as racetrack “racinos,” adding video-lottery slots in the 1990s and table games after 2007. Today they anchor a small but fast-growing online market: WV iGaming revenue has climbed more than 50% year-over-year and now runs well over $400 million on an annualized basis.
