Kansas launched online lottery sales in February 2025, a new historical-horse-racing facility opened near Wichita in December 2025, and live Thoroughbred racing is set to return in October 2026 after a 17-year absence.
Frustrated that the 10% tax and generous promo deductions produced very little revenue, the legislature (overriding a veto) barred the Lottery from renegotiating sportsbook deals — buying time to redesign the tax before the contracts expire in 2027.

Kansas has one of the country’s most unusual gambling setups: the state owns its casinos. Because the Kansas constitution bans private gambling, the four commercial casinos are legally owned by the Kansas Lottery and merely run by private managers. That structure shapes everything — including why online casino gaming has no clear path here.
What Kansas does have online is sports betting and, since 2025, the lottery. Sports betting launched at record speed in 2022 and is taxed at just 10% — one of the lowest rates anywhere, and effectively lower still after operators deduct promotional bets. But online casino and online poker remain illegal: no iGaming bill has been introduced, and any online casino would have to fit the state-ownership model, a real legal hurdle. Full-iGaming states like Pennsylvania, Michigan, and West Virginia license private online casinos; Kansas can’t simply copy them.
So Kansans who want to play online casino games or poker use offshore sites like Ignition, Bovada, and ACR Poker, which sit outside state oversight. For a regulated game, players visit a casino — the live poker rooms at Hollywood Casino at Kansas Speedway and Kansas Star are the main options. Neighboring Oklahoma keeps its huge casino industry on tribal land, and like sports-legal Ohio, Kansas has stopped its online expansion at betting and the lottery.
The practical reality: Kansas has legal, low-taxed sports betting, state-owned casinos with live poker, and now an online lottery. For online casino or online poker there’s no legal route — residents use offshore sites, or play live poker at Hollywood or Kansas Star.

Kansas has a genuinely unusual casino model: the state owns the casinos. Because the Kansas constitution bans private gambling, the 2007 Kansas Expanded Lottery Act put the four commercial casinos under state ownership — the Kansas Lottery owns the gaming, selects the games and managers, and controls the revenue, while private companies run the day-to-day floors.
The four state-owned casinos are Hollywood Casino at Kansas Speedway (Kansas City), Kansas Star (Mulvane), Boot Hill (Dodge City), and Kansas Crossing (Pittsburg). Alongside them, four tribes — the Prairie Band Potawatomi, Kickapoo, Iowa, and Sac and Fox — run sovereign tribal casinos under federal law.
For poker players, the options are real but limited: Hollywood at Kansas Speedway and Kansas Star run live poker rooms (Prairie Band’s tribal casino has one too). It’s regulated live poker — just not online, and not at every property.
The KRGC and Kansas Lottery oversee sports betting and the state-owned casinos, with responsible-gaming rules and a statewide Voluntary Exclusion Program (two-year or lifetime).
The Kansas Lottery is state-run (now including online sales), and traditional daily fantasy sports are legal as games of skill. Consumer protections apply to the licensed products.
